APHIS VS personnel applying disinfectants during animal disease outbreaks may need to obtain a pesticide license or certification by the state in which they are
applying the disinfectants. Disinfectants are considered to be a type of pesticide. States indicate their requirements for pesticide applicators online; however,
exemptions from the requirements are not always discussed. Applicators may want to first look online at the below website addresses for general pesticide licensing
and certification requirements. APHIS then recommends that applicators call the state to ask specific information regarding APHIS' use of disinfectants in that state.
Some states do have waivers for federal workers during animal health emergencies and/or may accept alternate pesticide certification or licensing.
